Job Description

About Company:

Kundlas Consulting Group LLC is a professional consulting firm specializing in construction inspection and compliance services for public infrastructure projects. Our core services include on-site inspection of roadway, bridge, and utility construction to ensure adherence to engineering specifications, safety standards, and contract requirements. We support clients with daily reporting, materials testing coordination, schedule tracking, and quality assurance oversight. Additional services include project management, grants management for federally funded infrastructure and disaster recovery programs.

About the Role:

The Environmental Engineer will support the U.S. Army Corps of Engineers (USACE) READI contract by leading environmental assessments, permitting activities, and regulatory compliance efforts during emergency response, infrastructure recovery, and resiliency projects. This role provides technical expertise in evaluating environmental impacts, developing remediation and mitigation strategies, and ensuring compliance with applicable federal, state, and local environmental regulations.

The Environmental Engineer will support emergency stabilization and disaster recovery operations through environmental site investigations, compliance monitoring, permitting coordination, and sustainable infrastructure planning. The position requires collaboration with engineers, environmental scientists, regulatory agencies, and project managers to support the safe and environmentally responsible execution of recovery and infrastructure improvement projects.

Minimum Qualifications:

  • Bachelor’s degree in Environmental Engineering, Civil Engineering, or a related engineering discipline from an accredited institution.
  • Licensed Professional Engineer (PE) in the United States or ability to obtain licensure within the required timeframe.
  • Professional experience supporting environmental engineering, environmental compliance, permitting, or remediation projects.
  • Working knowledge of federal environmental regulations including the Clean Water Act (CWA), Clean Air Act (CAA), Resource Conservation and Recovery Act (RCRA), National Environmental Policy Act (NEPA), and related regulatory requirements.
  • Experience conducting environmental assessments, site investigations, and environmental impact evaluations.
  • Proficiency in environmental data analysis, technical reporting, and engineering software applications.
  • Strong written and verbal communication skills with the ability to coordinate with multidisciplinary teams and regulatory stakeholders.

Preferred Qualifications:

  • Master’s degree in Environmental Engineering, Environmental Science, or related discipline.
  • Experience supporting USACE, FEMA, EPA, or other federal environmental and disaster recovery programs.
  • Familiarity with Geographic Information Systems (GIS), environmental modeling tools, and sustainability assessment frameworks.
  • Experience supporting hazardous material management, remediation, or contaminated site cleanup activities.
  • Knowledge of sustainable infrastructure practices, resiliency planning, and renewable energy systems.
  • Project management experience supporting multidisciplinary engineering or environmental projects.

Responsibilities:

  • Lead environmental assessments, permitting coordination, and regulatory compliance activities supporting emergency response and recovery operations.
  • Conduct environmental site investigations, impact assessments, and field evaluations to identify environmental risks and compliance requirements.
  • Support the preparation and review of environmental documentation, permit applications, compliance reports, and technical recommendations.
  • Evaluate air, water, soil, and waste management conditions to support remediation, mitigation, and environmental restoration efforts.
  • Coordinate with federal, state, and local regulatory agencies to ensure compliance with applicable environmental laws and USACE requirements.
  • Support contaminated site assessments, hazardous material evaluations, and environmental cleanup activities associated with disaster recovery projects.
  • Collaborate with engineers, scientists, planners, and project managers to integrate sustainable and environmentally responsible solutions into infrastructure recovery efforts.
  • Monitor environmental compliance activities and provide technical guidance during project planning, design, construction, and recovery operations.
  • Participate in field inspections, emergency response support activities, and post-disaster environmental evaluations as required.

Skills:

The ideal candidate must possess strong knowledge of environmental engineering principles, regulatory compliance requirements, and environmental assessment methodologies to support emergency response and infrastructure recovery operations. Experience conducting environmental impact assessments, site investigations, permitting coordination, and remediation planning is essential for evaluating environmental risks and ensuring project compliance. Proficiency in environmental data analysis, technical reporting, and engineering software applications is required to support accurate evaluations and effective decision-making. Familiarity with GIS platforms, environmental modeling tools, and sustainability practices is highly desirable for supporting spatial analysis and resilient infrastructure planning. The candidate should demonstrate strong analytical, organizational, and problem-solving skills to address complex environmental challenges under dynamic project conditions. Excellent written and verbal communication skills are necessary for preparing technical documentation, coordinating with multidisciplinary teams, and engaging with regulatory agencies and stakeholders. The ability to adapt to emergency response environments and support field operations safely and effectively is critical to successful performance under the USACE READI contract.
